Ecuador Customs Guide: Importing and Exporting Personal Effects

Returning Ecuadorians (non-diplomats)

Documents Required
  • Household Goods
  • Color copy of the importer’s citizenship card. current marital status must be visible.
  • Color copy of the importer’s passport.
  • Color copy of the importer’s granted visa issued by the competent migration authority or other document that accredits the importer’s migratory condition.
  • Color copy of the importer’s voting certificate.
  • Address where the importer plans to reside.
  • Color copy of the basic service bill (water, electricity, etc.) of the importer’s residence in Ecuador. The bill should be of last 3 months prior to the merchandise release.
  • Color copy of the Ecuadorian passports belonging to the importer’s family group.
  • Returning migrant Certificate:
  • Sworn statement.
  • Migratory movements
  • 3 documents from origin that certify the importer’s stay abroad. Work Equipment
  • Professional title or courses taken to justify the work equipment if included.
  • Used Motor vehicles
  • Original commercial invoice of the motor vehicle
  • Title of ownership
  • Registration
  • License number or equivalent document issued in origin.
  • Customs export declaration number
  • Registered vehicle’s value corresponding to the country of origin. New Motor vehicles
  • Original commercial invoice of the motor vehicle
  • Title of ownership
  • Vehicle subcategory code
  • Payment receipt
  • Apostilled certificate issued by the dealer.
  • Human mobility certificate
  • Customs export declaration number
  • Registered vehicle’s value corresponding to the country of origin.
Customs Prescriptions
  • Benefit of tax exemption from import duties on household goods: Eligibility to the benefit
  • Returning Migrant Certificate
  • Exemption of taxes benefit must be requested up to a maximum of 5 years after arrival with intention of residing in Ecuador. Conditions
  • Have stayed abroad for more than 2 years.
  • Have not stayed more than 180 days in Ecuador, within the two years prior to the client’s return. Limits for 2nd time imports
  • Import can be made more than once as long as 10 years have elapsed since the last importation.
  • Work equipment can be new or used intended for the activity, profession, art, or trade of the importer.
  • “Work equipment” refers to the group or set of utensils, instruments, equipment, tools or similar, necessary to carry out an activity.
  • The car or motorcycle will only be considered when shipped under the same Bill of Lading of the household goods.
  • People who left the country for study reasons will not be able to enter a car, only a motorcycle.
  • Vehicle imports should not exceed 80 Basic salaries:
  • USD $470 basic salary
  • 80 = USD $37,600
  • Motorcycle imports should not exceed 25 basic salaries:
  • USD $470 basic salary
  • 25 = USD $11,750
  • In the case of exceeding (vehicles and motorcycles) up to 10 additional basic salaries to those allowed, 100% taxes will be paid on the exceeded amount.
  • USD $470 basic salary
  • 10 = USD $4,700 exceeded amount.
  • In case of a used motor vehicle: car/motorcycle acquisition’s price will be determined by the following criteria:
  • Market price of the model’s release date (Market price of the model’s release date
  • Yearly depreciation percentage).
  • Yearly depreciation percentage to be referred to Art. 23.
Remarks
  • Eligible items
  • Eligible goods can be new or used as long as they are acquired by the importer for everyday use.
  • Up to 200 kg. of clothing, footwear, and accessories for each member of the family unit can be imported.
  • Alcoholic beverages up to 50 liters without exceeding 2 liters of the same characteristics can be imported.
  • All goods exceeding the admissible quantities will be subject to taxes. Identification of goods
  • Packages / items must be identified with the importer’s full name and their respective numbering.
  • Clothing must be packed separately.
  • A 15% of the total household goods will be inspected, in case of inconsistencies, a fine for regulatory breach will be imposed.
  • Imports of work equipment should not exceed 160 basic salaries:
  • USD $470 Basic salary
  • 160 = USD $75,200
  • Professional title or courses taken to justify the work equipment if included.
  • Used Motor vehicles
  • Commercial invoice and title of ownership:
  • Can come under the name of the migrant or a member of their family unit.
  • Emission date should be before the importer’s arrival New Motor vehicles
  • Vehicle subcategory code
  • Should be issued in Ecuador by the SRI.
  • Certificate issued by the car dealership should include:
  • Vehicle’s general and technical specs.
  • Vehicles net value, discounts should be indicated.

Foreigners

Documents Required
  • Household Goods
  • Color copy of the importer’s passport as well as the passports of its family members.
  • Color copy of the importer and its family’s import visa.
  • Original certificate of migratory movements of both the importer and it’s family members.
  • Documents that justify the visa granted; (either a work contract or an assignment letter).
  • Address where the importer plans to reside.
  • Color copy of the basic service bill (water, electricity, etc.) of the importer’s residence in Ecuador.
  • The bills should be of last 3 months prior to the shipment release.
  • Detailed inventory of the importing goods. Work Equipment
  • Professional title or courses taken to justify the work equipment if included. Vehicles
  • Foreign citizens would not be able to import cars or motorcycles as part of their Household Goods.
Customs Prescriptions
  • Tax exemption access
  • Must have a permanent or temporal Visa for a minimum of 2 years.
  • Shipments that arrive up to 1 month before and 6 months after entering Ecuador may be considered as household goods. Limits for 2nd time imports
  • Import can be made more than once as long as 10 years have elapsed since the last importation.
  • Work equipment can be new or used intended for the activity, profession, art or trade of the importer.
  • “Work equipment” refers to the group or set of utensils, instruments, equipment, tools or similar, necessary to carry out an activity.
Remarks
  • Importer’s visa
  • In case of not having the visa, the importer can present a specific guarantee : banking, cash, or insurance policy that has a validity of 180 working days and is equivalent to 120% on the eventual taxes. Eligible items
  • Eligible goods can be new or used, as long as they are acquired by the importer for everyday use.
  • Up to 200 kg. of clothing, footwear, and accessories for each member of the family unit can be imported.
  • Alcoholic beverages up to 50 liters without exceeding 2 liters of the same characteristics can be imported.
  • All goods exceeding the admissible quantities will be subject to taxes. Identification of goods
  • Packages / suitcases must be identified with the importer’s full name and their respective numbering.
  • Clothing must be packed separately. A 15% of the total household goods will be inspected, in case of inconsistencies, a fine for regulatory breach will be imposed.
  • Imports of work equipment should not exceed 160 basic salaries:

Diplomats

Documents Required
  • Household Goods
  • Color copy of the importer’s passport/ ID Card
  • Inventory of legalized goods.
  • Note Verbale issued by the Foreign Ministry for household goods and motor vehicles.
  • Release agreements issued by Customs for household goods and motor vehicles.
  • Diplomatic franchise Vehicles
  • Legalized vehicle’s invoice and license number.
  • Vehicle subcategory code
  • To be issued at the SRI.
  • Original invoice or a notarized copy in the name of the importer and the Vehicle’s value.
  • Title of ownership.
  • Diplomatic franchise.
  • Whether new or used, the following supporting documents must be attached to the custom declaration:
  • The number of the export customs declaration, and the value of the vehicle registered, corresponding to the country of departure of the merchandise.
  • Certificate from the dealer or commercial company, which certifies the value of the vehicle with which it went on the market.
Customs Prescriptions
  • Document legalization
  • Ecuadorian Diplomats: documentation must be legalized in the Consulate or Embassy from where the shipment comes.
  • Foreign Diplomats: documentation sealed by the diplomatic entity where the official comes to provide its services.
Remarks
  • Copy of the passport applies for foreign diplomats and ID card for Ecuadorians with diplomatic status.
  • Ecuadorian diplomats: limitations to be confirmed by the MOFA.
  • Foreign diplomats: limitations to be confirmed by the accredited organism.
